2024 Annual PHA Plan
Policies
A copy of all public program policies and operating plans for each program administered by the Housing Authority of the City of Marshall are available for review at the Housing Authority’s main office located at 1401 Poplar Street, Marshall, Texas during normal operating hours. Due to the length of certain policy publications, any person interested in reviewing such should call 903-938-0717 to make an appointment to do so. For persons desiring a copy of any policy will be charged $0.10 per page.
Digital copies of such policies may be obtained by an email request directed to Exectuive Director, ttaylor@marshallhousing.com, stating full name and address of individual requesting and same if an organization requests the digital copy along with an email address to which the policy will be sent. Due to the size and complexity of some polices and plans, there may be a small charge for scanning and staff time.

VAWA (Violence Against Women Act) Policy
It is the policy of the PHA to cooperate with organizations and entities, both private and governmental, that provide shelter and/or services to victims of domestic violence. If the PHA becomes aware that an individual assisted by the PHA is a victim of domestic violence, dating violence, sexual assault, or stalking, the PHA will refer the victim to such providers of shelter or services as appropriate.
Notwithstanding the foregoing, this Policy does not create any legal obligation requiring the PHA either to maintain a relationship with any particular provider of shelter or services to victims of domestic violence or to make a referral in any particular case. The PHA's annual Public Housing Agency Plan shall describe providers of shelter or services to victims of domestic violence with which the PHA has referral or other cooperative relationships.
