The Marshall Housing Authority (MHA) has proudly served the Marshall and Harrison County communities since 1939. Established to address the growing need for affordable housing, MHA works in partnership with residents, community organizations, and the U.S. Department of Housing and Urban Development (HUD) to provide quality housing assistance programs that strengthen families and neighborhoods.
Today, MHA administers the Housing Choice Voucher Program, Public Housing, VASH, and Homeownership programs, providing assistance to more than 576 low-income families throughout Harrison County. We are currently transitioning our 74 public housing units to Tenant Protection Vouchers under the Housing Choice Voucher Program to better support housing choice and stability.
Our Mission
The mission of the Marshall Housing Authority is to assist low-income households in Marshall and Harrison County in obtaining safe, sanitary, and affordable housing; to improve the quality of housing available to families; to provide information concerning fair housing rights; and to ensure that federal funds are administered in accordance with HUD regulations.

Excellence in Service
In April 2026, the Marshall Housing Authority earned High Performer Status with a score of 92% in HUD’s Section 8 Management Assessment Program (SEMAP). This recognition reflects our commitment to excellence in administering housing programs and delivering quality services to the families and individuals we serve.
Additionally, MHA received HUD approval on February 25, 2026, to convert its 74 public housing units to Tenant Protection Vouchers, expanding housing opportunities and increasing resident choice.
